District 19 Singapore: Hougang, Sengkang, Punggol and Serangoon Gardens Explained
What District 19 in Singapore covers, which postal codes fall in it, how Hougang, Sengkang, Punggol, Serangoon Gardens and Kovan differ, and what a D19 condo buyer should compare.
District 19 is one of the largest and most populous postal districts in Singapore. If you are searching for a D19 condo, you are looking at a wide area in the north-east: mature Hougang, the newer towns of Sengkang and Punggol, and the landed enclaves of Serangoon Gardens. They share a district number but feel very different to live in.
This guide explains what District 19 Singapore covers, how postal districts relate to URA’s market segments, and how the main estates compare, with a note on LinkTown Residences (Hougang Central Residences), the Hougang Central GLS condo expected to launch in early 2027.
What “District 19” actually means
Singapore’s postal codes have six digits. The first two digits are the postal sector, and the 28 postal districts are groups of those sectors. Property agents and listings still use district numbers as shorthand, even though postal districts are an older system and don’t match URA planning areas exactly.

Two practical points. First, boundaries are fuzzy at the edges: some addresses people think of as Sengkang, near Fernvale (see our High Park Residences comparison) and The Seletar Mall, have postcodes starting with 79, which falls in District 28 (Seletar). Second, the same list also names Serangoon under District 12 (with Balestier and Toa Payoh), so a “Serangoon” address could be in D12 or D19 depending on the exact street. Neighbouring District 20 covers Bishan and Ang Mo Kio.
How to check a property’s district
- Find the property’s six-digit postal code on the listing, the developer’s brochure or OneMap.
- Take the first two digits. If they are 53, 54, 55 or 82, the property is in District 19.
- For market segment and transaction data, use URA’s planning area and region filters rather than the district number alone.
New launches often don’t have a confirmed postal code until later in the sales process, so listings may describe them by street or planning area first.
District 19 and CCR, RCR, OCR
URA groups private homes into three market segments: the Core Central Region (CCR), the Rest of Central Region (RCR, the city fringe) and the Outside Central Region (OCR). District 19 is firmly OCR. That matters because OCR new launches are usually priced below city-fringe and prime projects, which is why so many HDB upgraders shop in D19. The estates of District 19, compared
Hougang and Kovan
Hougang is a mature town of around 230,000 people, with strong Teochew heritage and a name, 后港, often explained as “rear port”, upriver along the Serangoon River. It is served by the North-East Line at Kovan (NE13), Hougang (NE14) and Buangkok (NE15), and Hougang is set to become a Cross Island Line interchange around 2030.
Kovan adds Heartland Mall and the well-known Kovan Market & Food Centre. Private housing is a mix of older condos and landed estates. Retail space is thin for the population, at about 2.8 sq ft per capita against a national average of about 11.4 sq ft, which is one reason the planned Hougang Central mall is significant. Sengkang
A newer town built around the North-East Line and the Sengkang LRT, with Compass One, Sengkang General Hospital and Sengkang Riverside Park. Sengkang Grand Residences, completed around 2023, is an integrated condo with a mall, bus interchange, community club and hawker centre; it resold at an average of about S$2,011 psf in 2025, based on reported transaction data.
Punggol
The youngest of the three north-east towns, with Punggol Waterway, Waterway Point, Coney Island and the Punggol Digital District, home to a new SIT campus and JTC business parks. Punggol Coast (NE18) extended the North-East Line towards the district. Watertown is Punggol’s best-known integrated condo, linked to Waterway Point and Punggol MRT. Serangoon Central and Serangoon Gardens
Serangoon Central is built around the Serangoon MRT interchange (North-East and Circle lines) and NEX mall. Serangoon Gardens is a low-rise landed estate with the Serangoon Gardens Circus area and Chomp Chomp Food Centre, popular with families who want houses rather than flats. Buying a District 19 condo: what to compare
Because D19 is so varied, the district number tells you little about price. A few benchmarks from reported transaction data give a sense of the range:

When comparing, look beyond the district number to:
- Distance to the MRT, and whether the station is on one line or an interchange.
- Age and remaining lease, which affect financing, CPF use and resale demand.
- Integration with a mall, bus interchange or community facilities.
- Unit size and layout: older condos tend to be larger; newer ones more efficient.
- Future supply and amenities in the URA Master Plan.
Where LinkTown Residences fits in District 19
LinkTown Residences sits at the heart of Hougang town centre on a 99-year leasehold, mixed-use GLS site awarded in January 2026 to UOL Group, CapitaLand Development and CapitaLand Integrated Commercial Trust. It will have about 830 homes, a mall of about 300,000 sq ft net lettable area set to be the largest in Hougang, a new bus interchange and a town plaza, all directly linked to Hougang MRT. Completion is expected around 2030 to 2031.
