Hougang Central Mall: What We Know About CICT’s New ~300,000 sq ft Mall
The new Hougang Central mall will be Hougang’s largest, at about 300,000 sq ft, owned by CICT and linked to the MRT and a new bus interchange. What’s confirmed, what isn’t, and what it means.
Hougang has around 230,000 residents but has long felt short of a big mall. That is set to change. The Hougang Central mall, part of the integrated development that also includes LinkTown Residences (Hougang Central Residences), will be the largest mall in Hougang when it opens. Here is what has actually been confirmed, what is still unknown, and what it could mean for residents and home buyers.
Hougang Central mall: the confirmed facts

The mall sits within a wider mixed-use Government Land Sales site of about 504,820 sq ft at Hougang Central. The consortium of UOL, CapitaLand Development and CICT won the tender at S$1.5 billion and was awarded the site on 14 January 2026. Our land bid explainer covers the tender in detail.
What else is in the Hougang Central integrated development?
The mall is one part of a larger hub. According to the consortium’s announcement, the development will include:
- A new Hougang bus interchange, integrated with the development.
- A town plaza with a sheltered public event space.
- Diverse F&B offerings.
- About 830 homes: LinkTown Residences, a private condo by CapitaLand Development, UOL and Kheng Leong.

Why CICT is building a big mall in Hougang
The numbers explain it. Private retail space in Hougang works out to about 2.8 sq ft per resident, against a national average of about 11.4 sq ft. With some 230,000 people in the town, that is a large catchment served by relatively little modern mall space. Today, many residents travel to Serangoon, Sengkang or Punggol for bigger shopping trips.
CICT already runs suburban malls that sit on top of transport nodes, including Tampines Mall and Junction 8, and city malls such as Plaza Singapura and Bugis Junction. The Hougang Central mall follows the same model: a mall at the point where people change between train and bus, serving a dense residential catchment. That track record is one reason the market sees the project as a long-term hold rather than a quick build-and-sell.
What we don’t know yet
A lot of detail is still to come. As of now, none of the following has been announced:
- The mall’s name. For now it is simply the commercial component of the Hougang Central integrated development.
- Anchor tenants. There is no confirmed supermarket, cinema, food court or department store. Anything you read claiming specific tenants should be treated with caution until CICT confirms it.
- Opening date. The development is targeted for completion around 2030/2031. Malls sometimes open in phases, so the exact date may differ from the homes’ TOP.
- Layout and links. How the mall, bus interchange, MRT and residential towers connect in detail will be shown in the developers’ plans.

What to look for when mall details are released
When CICT and the developers start releasing details, these are the questions worth asking if you live nearby or are thinking of buying at LinkTown Residences:
- Anchor tenants. A large supermarket and a food court matter more for daily life than fashion brands.
- Sheltered links. Is there a covered route from the homes to the MRT, the bus interchange and the mall, and how long is the walk from each block?
- Car park and drop-off. How residents’ and shoppers’ traffic is separated, and where taxis and deliveries stop.
- Plaza use. How often the town plaza will host events, and which residential stacks face it.
- Opening sequence. Whether the mall, bus interchange and homes are expected to open together or in phases.
How the new mall compares with shopping in Hougang today
Right now, Hougang Mall, about a two-minute walk from the site, is the town’s main everyday mall. Smaller neighbourhood malls such as Hougang 1 and Hougang Green Shopping Mall cover daily needs, and Heartland Mall is in Kovan, one stop away. At about 300,000 sq ft, the new Hougang mall is intended to be a step up in scale: it will be the biggest shopping mall in Hougang, and CICT’s Hougang project gives the town a transport-linked mall of the kind Tampines and Serangoon already have. It won’t replace the bigger regional malls, but it should mean more errands, meals and weekend outings can happen without leaving town.
What the mall means for LinkTown Residences buyers
For residents of LinkTown Residences, the mall is the most practical part of the integrated package. It puts shops, food and the transport hub within the same development, which is especially useful in wet weather and for families with young children or elderly parents.

Integrated condos elsewhere in Singapore have often been popular with owner-occupiers and tenants because of this convenience, but that is a general pattern, not a promise about future prices.
