Selling Your HDB to Upgrade: HDB Resale Process, Timeline and Buy-First vs Sell-First

The HDB resale process for sellers, step by step: Intent to Sell, OTP, resale application and completion, plus how to time the sale when upgrading to a new launch condo in Hougang.

For most families moving from an HDB flat to a condo, the sale of the flat is the hardest part to schedule. It decides how much cash and CPF you have for the down payment, whether you pay ABSD, and where you live in the meantime. This guide explains the HDB resale process from the seller’s side, how long each step takes, and how to choose between selling first and buying first when your next home is a new launch such as LinkTown Residences (Hougang Central Residences).

Quick answer: Register an Intent to Sell with HDB, wait at least 7 days, grant an Option to Purchase (21-day option period), then submit the resale application with the buyer. Completion is about eight weeks after HDB accepts the application. Plan for three to four months end to end, plus the time needed to find a buyer.

Before you start: are you eligible to sell?

  • Minimum Occupation Period (MOP). Most flats have a 5-year MOP before they can be sold on the open market. Some newer flat types have longer periods, so check your flat’s conditions on the HDB Flat Portal.
  • Outstanding loan. Get a redemption statement from your bank or HDB so you know how much of the sale price goes to clearing the loan.
  • CPF refund. When you sell, the CPF you used for the flat, plus accrued interest, is refunded to your CPF account first. That money can then go towards your next purchase, within CPF limits.
  • Your cash proceeds. Sale price minus loan redemption, CPF refund and costs. This is the number that matters for the condo down payment.

The HDB resale process, step by step

  1. Register an Intent to Sell. Done online with HDB. It gives a preliminary check on your eligibility and is valid for 12 months. It must still be valid when you grant the OTP and when you submit the resale application.
  2. Wait 7 days. You cannot grant an OTP until at least 7 days after registering the Intent to Sell. Use this time to price your flat and, if you are listing yourself, market it through HDB’s resale listing service.
  3. Grant the Option to Purchase (OTP). When you agree a price, you sign the HDB OTP and the buyer pays an option fee (between S$1 and S$1,000). The buyer has 21 calendar days to exercise it. During that time you cannot sell to anyone else.
  4. Buyer exercises the OTP. The buyer pays the exercise fee. The option and exercise fees together cannot exceed S$5,000.
  5. Submit the resale application. Buyer and seller each submit their part online, within a short window of each other. Both sides then endorse the resale documents and pay the fees.
  6. HDB approval and completion. HDB grants approval and sets a completion appointment. Completion is about eight weeks from HDB’s acceptance of the application. You hand over the keys at completion.

If you need a little longer to move, you can negotiate a temporary extension of stay of up to three months after completion, but only with the buyer’s agreement.

What is your flat worth? Hougang HDB resale prices

For Hougang owners, HDB resale data gives a starting point. Median resale prices in Hougang for January to September 2026 were about S$619,000 for a 4-room and S$775,000 for a 5-room flat. Your price will depend on lease remaining, floor, facing, condition and distance to the MRT. Flats near Hougang Central are likely to attract interest from buyers who value the future NEL–CRL interchange, though that is not guaranteed to show up in price. Asking prices on Hougang HDB for sale listings are a useful sense check, but they are hopes, not results. Check recent transactions in your own block on the HDB and data.gov.sg resale tools before you set an asking price.

Buy-first vs sell-first when upgrading

This is the big decision. Both routes are legal and common. They differ in cash flow, risk and where you live in between.

Why buy-first often suits new launch upgraders

A new launch like LinkTown Residences is expected to complete around 2030/2031. Selling your flat first would mean renting for several years. Buying first lets you stay put while the condo is built. For an uncompleted property, the married-couple ABSD refund deadline is generally 6 months after TOP or CSC, whichever is earlier, so you can sell the flat close to the end of construction and move directly.

The trade-off is cash. At an illustrative S$1.70 million for a 2-bedroom, ABSD of 20% is S$340,000, due within about 14 days of exercising the OTP along with Buyer’s Stamp Duty of S$54,600. When selling first makes sense

  • You cannot raise the ABSD upfront, even temporarily.
  • You are single or buying with someone other than a spouse, so the married-couple refund does not apply.
  • You plan to buy a completed resale condo, where the move can be timed within weeks.

A sample timeline for a Hougang upgrader

Here is how the HDB resale process can slot around a new launch purchase if you choose to buy first.

  1. Now: check MOP, get a loan redemption statement, check CPF balances and get a bank In-Principle Approval for the condo loan.
  2. Launch (expected early 2027; UOL’s August 2026 results guide a 2H 2027 launch): book a unit, pay 5%, exercise the OTP, then pay BSD and ABSD within about 14 days.
  3. Construction years: pay progressive instalments while living in the flat.
  4. About 9 to 12 months before expected TOP: prepare the flat for sale and watch the market.
  5. Around TOP: register the Intent to Sell, sell, complete, then apply for the ABSD refund within the IRAS window.
