HDB MOP Explained: When Can You Upgrade to a Condo Like LinkTown Residences?

HDB MOP rules explained for upgraders: 5 years for most flats, 10 for Plus and Prime, how the clock is counted, what you can’t do before it ends, and how to time a move to a new launch condo.

The HDB MOP (Minimum Occupation Period) is the date every would-be upgrader should know by heart. Until it passes, you cannot buy a private condo, however ready your finances are. This guide explains the HDB MOP rules as they apply to upgraders, how the clock is counted, and how to line your MOP date up with a new launch such as LinkTown Residences (also searched as Hougang Central Residences), whose sales launch is expected in early 2027.

Quick answer: Most HDB flats carry a 5-year MOP; Plus and Prime flats carry 10 years. During the MOP, owners, spouses and authorised occupiers may not acquire private residential property in Singapore or overseas. After the MOP, you can buy a condo, either selling your flat first or keeping it (with ABSD and tighter loan limits). Check your exact MOP date on the HDB portal before you book anything.

What is the HDB MOP?

The MOP is the period you must physically live in your flat after buying it. It exists to keep HDB flats for owner-occupation rather than investment. HDB’s rules tie several restrictions to it, including selling the flat on the open market, renting out the whole flat, and buying private residential property.

For upgraders, the last one is the key restriction. HDB states that flat owners, their spouses and authorised occupiers are not allowed to acquire private residential property, in Singapore or overseas, during the MOP.

Plus and Prime flats come with extra conditions beyond the longer MOP, including not being allowed to rent out the whole flat, even after the MOP. If you bought one, the 10-year clock means an upgrade to a condo launching in 2027 is unlikely to be possible for some years.

How the 5-year MOP is counted

  • New flats (BTO): generally from the date you collect your keys, not the date you booked or signed.
  • Resale flats: generally from the date your resale purchase completes.
  • Time away doesn’t count. Periods when you don’t physically live in the flat are excluded, which pushes your MOP date later.

So a BTO flat with keys collected in March 2022 would reach a 5-year MOP around March 2027, provided the household lived there throughout. HDB shows your actual MOP date in its online services; rely on that, not your own count.

Lining up your MOP with the LinkTown Residences launch

LinkTown Residences, the Hougang Central GLS condo above Hougang MRT, is expected to launch in early 2027 (UOL’s August 2026 results guide a 2H 2027 launch) and complete around 2030/2031. Showflat and preview dates haven’t been announced. Here’s how different MOP dates play out:

Don’t cut it fine: an Option to Purchase or booking is part of acquiring a property. If your MOP ends close to launch, check with HDB before you sign anything, rather than assuming a few days won’t matter.

After MOP: sell first or keep the flat?

Sell your HDB, then buy the condo

This is the path most upgraders take, following the HDB resale process once your MOP is met. You avoid ABSD on the condo (for a Singapore Citizen buying a first property), and your CPF refund plus sale proceeds fund the down payment. The catch is timing: you need somewhere to live until the condo is ready, which for a new launch could be several years.

Keep your HDB, buy the condo, sell later

After MOP, you can buy private property while keeping most flats. The costs:

  • ABSD: 20% for a Singapore Citizen’s second residential property, paid upfront. Married couples with at least one Singapore Citizen may get an ABSD refund (remission) if they sell the first property within the IRAS time limit. See our stamp duty guide.
  • Tighter loan limits: with a housing loan still outstanding, the second loan’s LTV drops to 45% (or 25% for longer tenures), with at least 25% of the price in cash.
  • TDSR: both loans usually count, unless your bank accepts evidence that you’re committed to selling.

A sell-HDB-buy-condo timeline checklist

  1. 12+ months before MOP: confirm your MOP date on the HDB portal. Check your outstanding loan and CPF used plus accrued interest.
  2. 6–12 months before: get a bank In-Principle Approval for the condo loan and an estimate of your flat’s value.
  3. At MOP: decide sell-first or buy-first. If selling, list the flat and plan interim housing.
  4. At the condo launch: book your unit with the 5% booking fee (cash); sign the Sale and Purchase Agreement and pay 15% within about eight weeks; pay stamp duty.
  5. During construction: progressive payments start; if you kept the flat, sell within the ABSD refund window where applicable.
  6. At TOP: collect keys and move in.

Common MOP mistakes

  • Counting from the booking date instead of key collection.
  • Forgetting that time spent living elsewhere is excluded.
  • Assuming a Plus or Prime flat follows the 5-year rule.

Can I buy a condo before my HDB MOP ends?

No. HDB does not allow flat owners, their spouses or authorised occupiers to acquire private residential property in Singapore or overseas during the Minimum Occupation Period. Wait until your MOP date has passed, and check the date on the HDB portal before committing to any purchase.

Is the HDB MOP always 5 years?

No. The 5-year MOP applies to most flats. HDB states that new and resale Plus and Prime flats carry a 10-year MOP, and flats bought under the Fresh Start Housing Scheme carry 20 years. Executive condominiums also have a 5-year MOP.

When does the HDB MOP start?

For a new flat, it is generally counted from key collection; for a resale flat, from the completion of the resale purchase. Periods when you do not physically live in the flat are excluded, so your MOP date can be later than a simple five-year count.

After MOP, do I have to sell my HDB flat to buy a condo?

Not for most flats. Once the MOP is met, you may keep the flat and buy private property. But a Singapore Citizen buying a second residential property pays 20% ABSD upfront, and a second housing loan has a lower LTV limit and a higher cash down payment.
