Is LinkTown Residences an EC? EC vs Condo Explained for Hougang Central Buyers

No. LinkTown Residences (Hougang Central Residences) is a private 99-year condo on a mixed-use GLS site, not an executive condo. Here’s how it differs from an EC on eligibility, income ceiling, MOP, resale, ABSD and price.

If you have searched for “Hougang EC” or “Hougang Central EC”, you may have come across an online ad describing the Hougang Central project as an executive condominium. That is not correct. LinkTown Residences (Hougang Central Residences) is a private condominium, not an EC. This guide explains the EC vs condo difference and why it matters for your eligibility, your budget and your plans.

Short answer: LinkTown Residences is a private 99-year leasehold condo on a mixed-use (commercial and residential) Government Land Sales site at Hougang Central, District 19. It is being developed by CapitaLand Development, UOL and Kheng Leong, with a mall owned by CICT. It is not an EC, so HDB’s EC rules do not apply.

What exactly is LinkTown Residences?

The Hougang Central GLS site was awarded in January 2026 to a consortium of UOL Group, CapitaLand Development and CapitaLand Integrated Commercial Trust for S$1.5 billion. It will include about 830 homes, a mall of about 300,000 sq ft NLA, a new bus interchange and a town plaza, all directly linked to Hougang MRT (NE14).

The residential portion is a joint venture of CapitaLand Development (50%), UOL (40%) and Kheng Leong (10%), built for sale on the open private market. That is what makes it a private condo. The site was sold under the mixed-use GLS programme, not as an EC site. What is an executive condominium?

An executive condominium (EC) is a hybrid between public and private housing. ECs are built and sold by private developers, and they look and feel much like a private condo, with facilities such as pools and gyms. But they are sold under HDB rules, which limit who can buy and when owners can sell.

Key features of ECs (as published; check HDB for the current rules):

  • A household income ceiling of S$16,000 a month for ECs on the market today. It rises to S$18,000 for EC sites whose land tender closes on or after 24 August 2026.
  • Buyers must meet an eligibility scheme, typically forming a family nucleus with at least one Singapore Citizen.
  • A Minimum Occupation Period (MOP) before owners can sell: five years for current ECs, and ten years for EC sites tendered from 8 May 2026 onwards.
  • Resale restrictions until the EC is fully privatised: after ten years for current ECs, and after fifteen years for EC sites tendered from 8 May 2026.
  • Usually priced below comparable private condos nearby, reflecting these restrictions.

What this means for your purchase

No income ceiling, but loan limits still bite

Because LinkTown Residences is private, there is no EC income cap (S$16,000, or S$18,000 for newer EC sites). Instead, banks limit how much you can borrow through the Total Debt Servicing Ratio (55%) and a 4% stress-test rate. For a 3-bedroom of about 1,066 sq ft at an estimated S$2,500 psf (about S$2,665,000), a 75% loan would need a gross household income of roughly S$17,350 a month, if you have no other debts. That is above the EC ceiling, which shows how different the two buyer pools can be. Smaller units need less. Try the loan calculator.

ABSD depends on who you are

A Singapore Citizen buying a first home pays no ABSD. Keeping an HDB flat while buying means 20% ABSD, with a possible refund for married couples who sell in time. PRs pay 5% on a first property; foreigners pay 60%. Our stamp duty guide has worked examples.

Flexibility to sell or rent

Without an MOP, private condo owners can sell or rent out once the project completes (expected around 2030 to 2031). Seller’s stamp duty may apply if you sell within the holding period, so check IRAS rules before planning an early exit.

Price per square foot is not the whole story

ECs are usually cheaper per square foot than nearby private condos, and that gap is the main reason families choose them. But the comparison should include what you get. At LinkTown Residences you pay a premium for a direct link to an NEL station that is set to become a Cross Island Line interchange, a mall set to be the largest in Hougang, and an integrated bus interchange. An EC with a lower price may need a bus or feeder ride to the nearest MRT. Which is better value depends on how much your household will actually use that connectivity every day. Who might prefer an EC, and who might prefer this condo?

An EC may suit you if

  • Your household income is within the ceiling and you qualify under an HDB scheme.
  • You want a condo lifestyle at a lower entry price.
  • You plan to live there for at least five years anyway.
  • You don’t need to be right on top of an MRT station and mall.

LinkTown Residences may suit you if

  • Your income is above the EC ceiling, or you are a PR, single or investor who cannot buy a new EC.
  • You want an address directly linked to an MRT interchange, a large mall and a bus interchange.
  • You want the flexibility to sell or rent without an MOP.

How to check any project’s status yourself

Online ads are not always accurate. Before you attend a preview or pay a booking fee for any project, check:

  1. The land sale: was the site sold as an EC site or a private residential or mixed-use site? This is published by the government land agencies.
  2. The tenure and scheme stated in the developer’s sales documents.
  3. Your eligibility on HDB’s website if it is an EC.

We have seen at least one online ad wrongly label the Hougang Central project an EC. It is not. If you are specifically looking for an EC, check HDB’s and developers’ listings of EC launches, and confirm the tenure and scheme of any project before you commit.
