TOP, CSC and Key Collection: What Happens When Your New Condo Is Completed

What TOP and CSC mean, what you pay at each stage, how key collection and defects inspection work, the defects liability period and MCST formation, and what buyers of LinkTown Residences (Hougang Central Residences) can expect around its 2030/2031 completion.

For new-launch buyers, the years of construction end in a flurry of letters, payments and appointments: TOP, vacant possession, key collection, defects inspection and eventually CSC. Knowing the sequence in advance makes the handover far less stressful, and helps you plan your cash, your loan and your move.

This guide explains TOP vs CSC and each handover stage for a Singapore private condo, then looks at what buyers of LinkTown Residences (Hougang Central Residences) can expect. The Hougang Central integrated development is expected to complete in 2030/2031. No exact TOP date has been announced, and the sales launch itself is expected in early 2027.

TOP vs CSC in plain English

  • TOPTemporary Occupation PermitIssued when the building is ready and safe to occupy. Once the developer has TOP and hands over vacant possession, you can move in.
  • CSCCertificate of Statutory CompletionIssued later, when all statutory requirements for the development have been met. It marks the building’s full legal completion.

In practice, you’ll live in your unit after TOP; CSC usually arrives some time afterwards without changing your day-to-day life. What it does change is your final payment.

What you pay at TOP and CSC

Under Singapore’s standard progressive payment scheme, the last two instalments are the largest:

Because bank loans for uncompleted property are disbursed progressively, you only pay interest on what has been drawn. At TOP, a large chunk is disbursed at once, so your monthly instalment usually jumps noticeably. Many buyers are caught out by this. Before TOP, check your loan package, whether it is still in a lock-in period, and whether refinancing makes sense. Illustration: on an indicative S$2.67 million 3 Bedroom Premium unit (1,066 sq ft at an analyst-estimated S$2,500 psf, not an official price), the TOP instalment would be about S$666,000 and the CSC instalment about S$400,000, funded by your loan, CPF and cash in whatever mix you’ve arranged.

The handover sequence

  1. Notice of vacant possession. The developer writes to tell you TOP has been obtained and the unit is ready to hand over, together with the TOP payment request.
  2. Payment. You pay the 25% TOP instalment within the period set out in the Sale and Purchase Agreement. Your lawyer and bank coordinate the loan disbursement.
  3. Key collection. You book an appointment, collect keys, access cards and the handover pack (warranties, manuals, defects forms). From this point you are usually responsible for maintenance charges.
  4. Defects inspection. You inspect the unit and submit a list of defects to the developer for rectification.
  5. CSC. When it is issued, the final 15% becomes payable.

Defects inspection checklist

Inspect before renovation starts, so contractors can’t be blamed and defects aren’t hidden. Take photos, label each issue with its location, and use masking tape or stickers to mark spots. Many owners hire a professional inspector; it’s optional, but useful for large units.

Walls, floors and ceilings

  • Cracks, uneven paint, stains or hollow-sounding floor tiles (tap them).
  • Scratches or chips on timber, vinyl or stone flooring.
  • Gaps along skirting and ceiling cornices; signs of water marks on ceilings.

Doors and windows

  • Doors and sliding panels open, close and lock smoothly.
  • Window seals intact; no gaps or rattling; no leaks after heavy rain.
  • Glass free of chips and scratches.

Kitchen and bathrooms

  • Taps, showers and water heater work; water pressure is adequate.
  • Floors drain properly with no ponding; no leaks under sinks.
  • Cabinet doors align; hinges and drawers run smoothly; appliances power on.

Electrical and air-conditioning

  • Every switch and power point works (bring a phone charger to test).
  • Air-conditioning units cool properly and drain correctly.
  • Intercom, access card and any smart-home features function.

Balcony and household shelter

  • Balcony railings firm; floor slopes towards the drain.
  • Household shelter door closes and seals properly.

The defects liability period

The defects liability period is usually 12 months from the date of vacant possession. During this window, the developer must rectify defects that are reported to it, following the process in your Sale and Purchase Agreement. Report issues promptly and in writing, keep copies, and follow up on anything that isn’t fixed. Defects that appear later in the year, such as leaks after the monsoon, can still be reported within the period.

When the MCST takes over

Until the Management Corporation Strata Title (MCST) is formed, the developer manages the estate and sets the maintenance charges. Once strata titles are issued and the first annual general meeting is held, owners elect a council and the MCST takes over running the development.

Maintenance charges are split into a management fund (day-to-day running) and a sinking fund (long-term repairs), and are charged by share value, so larger units pay more. In an integrated development such as LinkTown Residences, some costs may be shared with the commercial component, depending on the strata arrangements. Maintenance fees for LinkTown Residences have not been announced. Ask how shared areas are defined when the sale documents are released.

What to expect at LinkTown Residences around 2030/2031

  • Timing: expected completion is 2030/2031. The exact dates will be in the Sale and Purchase Agreement; see our launch timeline for the milestones so far.
  • A busy neighbourhood: the mall, bus interchange and town plaza are part of the same development. How handover is staged across the components has not been announced.
  • Transport: Cross Island Line Phase 1, which will make Hougang an NEL–CRL interchange, is also targeted for around 2030. See our CRL guide.
  • ABSD refund timing: married couples who buy while still owning a first home may qualify for an ABSD refund if the first home is sold within IRAS’s time limit, generally six months after TOP or CSC, whichever is earlier, for an uncompleted purchase.   • Selling around completion: for purchases on or after 4 July 2025, Seller’s Stamp Duty applies if you sell within four years of purchase, as announced in July 2025 (verify with IRAS). A buyer who books in 2027 and sells around TOP could still fall within that window.

What is the difference between TOP and CSC?

Yes. Owners can occupy once TOP is issued and vacant possession has been handed over. CSC usually follows some time after TOP and does not stop you from living in the unit.
